With so many tools and applications to choose from, pricing and licensing for Dynamics 365 can get chaotic – and unnecessarily costly. So, it’s important that you not only understand how Microsoft prices D365 licenses, but also what functionalities your organization truly needs.

Microsoft’s By-User Pricing Model

As of 2019, Microsoft shifted pricing to be by user type. It’s now split into four buckets: Full, Activity, Device, and Team Member users, all designed to manage specific business requirements. This means you only pay the monthly Dynamics 365 license cost for the number of users you need – giving you more flexibility in optimizing for cost.
 
However, licensing decisions can get complex, especially if you’re planning an upgrade from Dynamics AX. How you decide to configure user tiers for your new D365 apps is a determining factor when calculating your future licensing cost.

Dynamics 365 User Pricing

Full User Licenses

If you or your team members need full access to either Finance or Supply Chain Management, you’ll want a full user license. Each app runs about $210 per user per month. If someone needs both, you can bundle them for $240 using a base license and a discounted add-on.

Premium Licenses

For roles that require deeper insights and advanced tools like AI-driven planning, the premium license is a better fit. It’s designed for users managing more complex operations and is priced at $300 per user per month for the Supply Chain Premium option.

Attach Licenses

Already have a license for one app and need access to another? Attach licenses let you expand without paying full price. For example, if you have Finance, you can add Sales for just $20 per month. It’s a smart way to scale access as your needs grow.

Other License Types

Not everyone needs full access. Microsoft offers Team Member licenses for basic tasks, Device licenses for shared workstations, and Activity licenses for specific roles. These options help you stay efficient and cost-effective while giving everyone the tools they need.

Understanding User Licensing

Choosing the right type of user license is key for optimizing both functionality and cost in Microsoft Dynamics 365.

Here are common questions and answers to help clarify the core differences between user types and licensing models:

Full Users are individuals who need access to the core features of Dynamics 365 — such as accounting, HR, or operations. These users typically require a base license for their primary application.

Additional Users, such as team members who only need to input data or view reports, can use lighter, more cost-effective licenses like Team Member or Device Licenses. These options help reduce costs while still providing essential access.

A User Subscription License (User SL) is assigned to a specific individual, giving them personalized access to Dynamics 365 across devices.

A Device Subscription License (Device SL) is tied to a single device and can be shared by multiple users. This is ideal for environments like warehouses or production lines where multiple employees use the same workstation across shifts

Start by evaluating each role’s access needs:

  • If the user needs full functionality and personalized access, go with a Full User license
  • If the user only needs limited access, consider a Team Member license
  • For shared workstations, a Device SL can be the most cost-effective

Key Dynamics 365 Licensing Updates [2025]

  • License Enforcement Is Coming

Microsoft is enforcing strict license validation, no exceptions. Hard blocks begin November 1, 2025, and users without valid D365 F&SCM licenses will be denied access.

Soft warnings start September 1. Unlicensed users will see in-app alerts, giving your IT teams a short window to correct assignments before access is cut off.

  • New Reporting Tools for Compliance

New visibility into license usage. Starting April 30, 2025, the Power Platform admin center provides detailed reports showing assigned vs. available seats across all security roles — helping you spot gaps before enforcement begins.

Centralized license tracking. These reports pull directly from the Microsoft 365 admin center, giving IT teams a unified view of license assignments and usage across Finance, Supply Chain, and other D365 apps.

Actionable insights for cleanup. The reporting tools highlight discrepancies and offer recommended actions, making it easier to align roles with license requirements and avoid compliance risks.
